Brief description of the assets
OAO VELNII, a research and locomotive design and engineering institute, was established in 1958. The institute is the only developer of electric locomotives. The institute has designed about 50 types of main line electric, industrial and mine locomotives. The main line electric locomotives designed by VELNII, provide the all freight traffic and about 30% of passenger traffic on Russian railways.

Reasons for selecting the project and asset status at the time of commencement
- The institute has designed 10 new types of electric locomotives for the railways of Russia, Ukraine, Kazakhstan and mining and concentrating companies and steel works of these countries for the last five years.
- A large database of scientific research results and the excellent reputation of the institute on the market allow in to implement other business projects, e.g., limited production of science-intensive products and conduction of certification tests.
- According to experts, new business lines will take up 50% or more of the institute’s total revenues.
- A state-of-the-art IT and software center, set up at the institute will, allow it to occupy a niche on the international market in future.
- The institute has accreditations of two certification systems, SSFZhT and GOST R.
